Ballarat's Green Energy Boom: From Solar Panels to Biofuel, Investors Bet Big on Regional Hub

Ballarat is emerging as a magnet for green technology investment, with major projects ranging from a $165 million waste-to-energy plant to a $100 million carbon-neutral brewery, positioning the region to become Victoria's largest renewable energy supplier by 2040, according to industry projections.

McCain Foods has kicked off the trend with nearly 10,000 solar panels installed behind its Ballarat plant, marking the first stage of a solar rollout aimed at reducing emissions at the site, the company announced.

Big Bets on Bioenergy and Brewing

Bioplant Energy is developing a $165 million Waste-to-Energy facility in the Ballarat West Employment Zone. The plant will use pyrolysis technology to convert 150,000 tonnes of waste annually into renewable diesel, green hydrogen, and electricity, according to the company's project page.

In parallel, Gaia Envirotech received a bioenergy grant from Sustainability Victoria to study a 'bioenergy hub' in Ballarat. The proposed facility would use Rapid Composter and Anaerobic Digester technology to turn organic waste into energy.

Broo Limited has announced plans for a $100 million brewery in Ballarat that it calls the 'world's greenest brewery'. The facility will rely on on-site solar, wind turbines, bio-gas, and water recycling to achieve 100% renewable electricity and carbon-neutral beer production, the company stated in a release.

Why Ballarat? A Region Rich in Renewables

The Ballarat region's natural advantages are driving the influx of green-tech investment. According to a local renewable energy assessment, the area is predicted to become Victoria's largest renewable energy supplier by 2040, fuelled primarily by its booming wind farming industry, alongside solar and geothermal resources.

The projects are not only about clean power-they also represent a significant jobs boost. Accenture is opening a new technology and operations centre in Ballarat in May 2025, creating local roles in application development, IT service management, and business functions. Currently, there are approximately 75 to 78 active technology job listings and 166 total IT vacancies across major job boards in Ballarat, according to data from Indeed, LinkedIn, and Jobted.

Major employers hiring in the city's tech sector include IBM, ANZ, Harvey Norman, JB Hi-Fi, Chemist Warehouse, and St Vincent's Health Australia. Typical salaries for tech roles range from $70,000 to $100,000 per year, with IT Support Technician and Systems Engineer roles paying between $70,000 and $90,000.

The combination of government backing-through grants like Sustainability Victoria's-and private capital is creating a virtuous cycle. As the State Government plans to relocate IT roles to the Ballarat GovHub, the local tech ecosystem is expected to grow, providing the skilled workforce needed to operate and maintain these green facilities.

For now, investors and project developers are placing their chips on Ballarat's renewable future. With construction timelines still emerging for several of the planned facilities, the next few years will show whether the region can deliver on its promise to become a clean-energy powerhouse.
