Ballarat Council Choices Shape Resident Access to Roads, Toilets and Sports Sites
Decisions on freight routes, park facilities and leisure tenders will change how people move around and use public spaces in specific neighbourhoods.

Ballarat City Council discontinued the Ring Road alignment at the rail level crossing in Mitchell Park. The step clears the way for the Intermodal Freight Hub at the Ballarat West Employment Zone, with construction funds allocated in the 2026/27 budget.
These choices affect daily travel routes for workers and residents near the employment zone. They also determine where new public toilets will stand at Lake Wendouree and which builder will complete the Eastwood Leisure Complex upgrade.
Recreation facilities and park amenities
Council endorsed St Patrick’s Point as the site for new public toilets costing $240,000 at Lake Wendouree. The project appears in the 2026/27 Budget after 2,267 residents took part in consultation. Separately, the $17.54 million Eastwood Leisure Complex redevelopment tender went to Nicholson Construction, a local firm, to support sport and recreation programs.
The Draft Recreation Infrastructure Plan 2024-2039 received endorsement at the June 2026 meeting. It sets a 15-year direction for facilities across the municipality and remains open for public feedback.
Road safety and freight access
At its first meeting of 2026, council backed a Notice of Motion that calls for a report on illegal hoon driving. It also endorsed a separate motion on road safety and asset protection measures.
Residents near Mitchell Park and the Ballarat West Employment Zone will see changes to local road connections once the freight hub work begins.
