Ballarat Council Turns to Next Steps on Approved Projects

Ballarat City Council formally backed the discontinuance of Ring Road at the rail level crossing in Mitchell Park in January 2026. The move supports the Intermodal Freight Hub at Ballarat West Employment Zone by removing the risk of freight trains blocking traffic at that site.

The decision came at the first council meeting of 2026. At the same meeting councillors endorsed a Notice of Motion from Cr Jay Morrison requesting a report on related matters. Three months later the council awarded a $17.54 million tender for the Eastwood Leisure Complex redevelopment to local builder Nicholson Construction.

Freight and road changes

The January action at Mitchell Park directly affects traffic flow near the planned freight facility in the Ballarat West Employment Zone. Council records show the change was made to prevent trains from blocking the crossing once the hub is operating. Residents and businesses using Ring Road will see altered access once the discontinuance takes effect.

Implementation will require coordination between council engineers and state rail authorities. The endorsed report requested by Cr Jay Morrison is expected to outline any additional road or safety measures needed around the employment zone.

Leisure complex and park works

The March tender award covers redevelopment of the Eastwood Leisure Complex. Council also confirmed new public toilets at St Patrick's Point on Lake Wendouree as part of the same meeting package. These upgrades follow earlier council discussions on community facilities listed in public agendas.

Next actions include contract finalisation with Nicholson Construction and scheduling of construction milestones at the Eastwood site. The toilets at St Patrick's Point will proceed under separate council works programming already under way at Lake Wendouree.
